Decorating - complementing the existing space with new adornments
Designing - taking a space and creating an atmosphere chosen by the customer by furnishing the space.

An Interior Decorator doesn't need a degree or any credentials, "they focus primarily on the aesthetic and are not concerned with matters such as building exteriors or structures." Anyone can call themselves an Interior Decorator.
An Interior Designer is often certified and knows building codes and plans. You'll take drafting, CAD, textiles, etc. Registration or licensing is mandatory in 24 U.S states.
An example that one of my instructors gave, regarding an interior decorator compared to an interior designer, is a well known interior decorator worked on a home and decided to create a bedroom in the basement. Some time after the job was done, there was a fire and the child in that bedroom died because there was no outside exit as required by local code.
If you're thinking of going for an Interior Design degree, find an accredited program.
